These were from a military contractor. still in bags, SEALED While they mostly were new, unused, they all were put in a bulk container and some scratches etc, some did go through the "tinning" process where solder is applied to the back side terminal "cups"many had some wrapping or protective plastic caps, (now gone) so the pins are not damaged.
